California Parent Locator Service

The California Parent Locator Service (CPLS) is available for authorized agencies to quickly locate noncustodial parents and their assets. Locating parents helps child support caseworkers to take the following actions:

  • Establish paternity
  • Establish and enforce child support orders
  • Establish and enforce medical support orders
  • Review and adjust child support orders
  • Collect and distribute child support payments

CPLS is also available to county child welfare agencies, probation departments and other county agencies that administer federal programs for foster care and child and family services. It serves as a tool to locate a child’s parent or relative to aid in their possible placement.

Authorized agencies can receive access to the CPLS by completing and submitting the Security Authorization Forms. The California Department of Child Support Services (DCSS) maintains security authorization forms for each authorized requestor and their agency.

In addition to CPLS, government entities can seek Third Party Access to the Child Support Enforcement System (CSE). This can be another tool in helping to locate parents.
